Or at least reduce it. The two Adj_Cov_Smooth_* scripts had a lot of code copied between them, which is bound to get out of sync at some point. And we're introducing the risk analysis script, which will no doubt need similar treatment.
This change removes most of the duplication. In doing so I also made some changes to the rerun scripts and how they are created.
