Similarly to what I did for starting Taxonomy Services in #103 . Quote from Peter's email below for URL reference.

RIF services fast start (i.e. remove the initial logon delay). http://localhost:8080/rifServices/studySubmission/getFrontEndParameters?userID=no%20user is the first REST call when the front end application loads
