Fallback software keyboard with every key on it #403

There are variations of this report, but what I ultimately need is a way to 
enter any keystroke combination.  My hardware keyboard is limited, and the 
software one isn't much better.  As an example there is no way for me to do the 
function keys (Tmobile G2).  The shift approach documented does not work, and 
it can't be done on the software keyboard either.

Consequently I want a fallback keyboard that I can use under rare occasions 
where I'll be able to enter any keystroke sequence.  I'm not saying this should 
be the main keyboard, but rather for those circumstances where there is no 
alternative.  It doesn't actually have to look like a keyboard on screen either 
- something closer to the Character Map application under Linux and Windows 
where you can compose things from a large number of choices.
