glew builds and use script

when cmake-built glew was added to externpro (18.04.1) https://github.com/smanders/externpro/issues/171 some of the cmake logic wasn't quite right and the pre-built MSW binaries are also being installed on linux

there are several things that could be simplified and enhanced, as well

we shouldn't need the cmake function patch_glew for XP_STEP=patch
we should build glew on both windows and linux and modify the use script to support switching to the cmake-built version on Windows when we're ready to give that a go

On Windows it appears that glew is found twice (two different versions)

-- Found sdvideo: C:/Program Files/internpro 18.05.1-vc140-64/include/Sdvideo_18.02
-- Found glew: 1.7.0 [externpro]
-- Found glew: 1.13.0 [externpro]

VideoScreener and Sdvis both have include directories pointing to glew 1.13.0... so it appears the glew use script needs some adjustments
