add node.js 8.12.0 #218

Node.js Release Schedule https://github.com/nodejs/Release

externpro currently builds 8.11.0 (released 2018.03.28)
8.x (Carbon LTS) is currently the Active LTS
8.12.0 was released 2018.09.11
10.x (Dubnium LTS) will be an Active LTS starting 2018.10

the plan

continue to build 8.11.0
add 8.12.0
make the switch to 8.12.0
remove 8.11.0 and add the latest 10.x release (perhaps it will be LTS by then)
so eventually we will build 8.12.0 (and have this be the default) and 10.x (ready to see what it will take to move to 10.x)

completed with commit to dev branch referenced above

the biggest reason for moving to 8.12.0 is to support node-gyp and building socket.io and getting rid of a warning in the terminal that is running the service:

(node:21860) Warning: N-API is an experimental feature and could change at any time.
