Implemented Image Denoising using high and low frequency components on a single image.

@kritika12298 could you please share a link to your Jupyter notebook on colab for this PR and the upcoming once as well..That way its convenient to review and give feedback

Also for this issue I would like to see a script that takes in an input image which has a noise in it and outputs it without the noise without having us making the noised images
