Add equivs package as a dependency.

Not a dependency for the output .deb, but a dependency for the 'make' process that should therefore be mentioned in the README

Mayhap there is a build depedency notation.

Not sure how 'make' handles meta-dependencies, so I just mentioned it in the README build-instructions. shrug Good enough for me (for now).
