Fix minor bugs with as, add finland voting data, and other miscellaneous minor changes

-Add some tests for deviation measures. -Discovered a case where AS allocated a seat to an empty candidate list (because the case had no solution). This caused an entropy calculation error (log(0)). -Fixed minor bugs in AS to prevent seats being allocated to empty lists in case of no solution. -Added voting data for Finland -Add max and min to statistics -Rephrase some terms -prevent error due to missing folder
