Make sure Icelandic law refers to rule for dividing adjustment seats nationally when deciding which party should get next adjustment seat (until now Icelandic law method has actually been ignoring the desired national division and just using the rule that is specified for allocation of adjustment seats instead)
This introduced a problem with mixing quota methods into Icelandic law two-dimensional apportionment method.
Fix this by introducing seat generators, and have the two-dimensional apportionment methods use those instead.
Update vue dependency, changing the code where necessary.
