fix table formatting of onenet/wecl-pt-03 #102

https://smart-grid-use-cases.github.io/docs/usecases/onenet/wecl-pt-03/#13-scope-and-objectives-of-use-case has a broken table:

Maybe the reason is missing newline at the end of item 5.

However, in the excel source https://github.com/smart-grid-use-cases/excel2xml-input/blob/master/excel-use-cases/OneNet/WECL-PT-03/WECL-PT-03%20-%20IEC62559-2_TEMPLATE.xlsx the text is a bit different:
(on the other hand, the numbered items are separated by double newlines instead of single?)
