Add unique identifiers to error responses #1202

A consumer acting conditionally on the nature of the error can ignore the possibly-varying error message.

This is looking to be the starting issue in a feature and requires some consideration. Might also be best to start implementing what is expected in the api gateway and then applying the same or similar changes here as and when it seems to simplify the api gateway changes.
