Maybe to put COREMODULES.md in cassandra-diagnostics-core/ directory, like you did with other subproject specific README.md files, i.e. cassandra-diagnostics-reporter-riemann/README.md?

Makes sense what @milannister said and then we have cleaner structure in root. We can create folder for BUILDANDDEPLOY, something like contribution, and we can move that readme, and we will have only README.md at root which will make @nivancevic happy as well.
