The theme mod and constant declaration/default exist but the theme/freeplug dont appear to be applying it anywhere. Add the CSS in functions-css.php in the theme to color the h2.widget-titles that appear within Prefooter.
PRE_FOOTER_WIDGET_TITLE_COLOR is the theme mod constant.
