AttributeTargets are ignored #3

What steps will reproduce the problem?
1. Try to apply an attribute e.g. with AttributeTargets.Class to a method

What is the expected output? What do you see instead?

An exception should be throws. Instead, the attribute is added and even 
avilable in the generated code.
