Lead screening rate - add confidence interval/error bars #70

I was looking at the neighborhood page for Belmont Cragin and noticed that the lead screening rate line graph is missing the error bars around the estimate. Just wanted to bring this to your attention. Not sure if it is best classified as a bug or enhancement.

@RoderickJones good catch! This is happening because of the column labels for the lead screening dataset. Similar to #52, it would be helpful to rename the column labels like so:

Screening Rate [year] Lower CI => Lead Screening Rate [year] Lower CI Screening Rate [year] Upper CI => Lead Screening Rate [year] Upper CI

Confirmed that this is still an issue:

@JamyiaClark just did a fresh pull from the Chicago Data Portal and the error bars are still not showing up

@derekeder made corrections to the following datasets: Lead, TB, Infant Mortality, and Causes of Death. Please let me know if this works for you. Thanks!

@JamyiaClark Thanks! Just did a fresh import. Lead screening rate now has error bars
