Update "Important Update" text after parent conference ends #864

After August 4, we need to update the "Important Update" text. Here is a replacement:

"Over 11,000 preschool applications and counting! Are you ready to sign up your child? Click here to learn more about the preschool application for 3 and 4 year-olds."

No Spanish text currently.

Let's make a quick tweak to this content since we are not hyperlinking "Click here..."

Change: "Click here to learn more about the preschool application for 3 and 4 year-olds." to "Learn more about the preschool application for 3 and 4 year-olds:"
