Add press release to "Latest News" section #867

This relates to issue #837. Additional content to add to the "Latest News" section. I provided two photo options for you to choose from.

The "Read more" link should go to the City of Chicago's website for the official press release: https://www.cityofchicago.org/city/en/depts/mayor/press_room/press_releases/2017/july/OnlinePreschoolApplication.html

We should make sure that it is clear to parents that they will be leaving Chicago Early Learning.

Mayor Emanuel Launches Improved Universal Preschool Application Mayor Emanuel visited Avalon Park Library to announce the revamped universal online preschool application, which gives families a single point of entry to access the more than 600 high-quality community and school based preschool programs throughout Chicago. Applications are accepted on a rolling basis, prioritizing families based on need. @theandrewbriggs I think your shortened version of this blurb is a good solution for the time being, but I am going to ask our partners if they want to many any adjustments to the content.
