Update confetti asset for /resources page #869

On our City Resources page, there is a blue confetti triangle that makes it difficult to read the text on some screen-sizes:

@amynicole Can we adjust this asset so the triangle is removed or a different color?

@theandrewbriggs Are you able to adjust the scale of the confetti so it doesn't overlap? Or do you need a new asset? Let me know what you need, and I can provide it.

@theandrewbriggs I would prefer if we change the scale of the confetti asset. It's much larger than what we had in the original design (see #832).

So the problem with that is, at smaller screen sizes, the asset does this: screen shot 2017-09-24 at 16 44 01 pm

I can definitely change this, but it's kind of a no-win scenario

That's too bad, @theandrewbriggs. @amynicole Can we update the confetti asset to remove the pieces that are closest to the center of the text? OR can we change the color of the blue confetti pieces so it doesn't match the color of the text?
