Add photos to all services

Placing this here for lack of a better spot.

For images to illustrate services (example: http://chicagoworksforyou.com/service/abandoned_vehicle/#/), we endeavor to find images with the following characteristics:

-- Creative Commons licensed -- Illustrating the state of the request type when it is closed -- Not showing people -- Highly focused on the service request type, with it centered in the frame and lacking extraneous items
