Final IE test #284

IE9 issues have been sussed out, as far as I can find. Let me know if you see any more.

Not so much with IE8. I did fix some major bugs, but it's not fully usable on IE8 yet. Leaflet isn't showing the shapes at all. (Though they are showing the city background tiles.)

I can keep hacking away at it. But I want to make sure it's worth it. Can you check to see what the IE8 stats are for the other SCC sites and confirm IE8 has a sizable share?

We okay dismissing IE8 users? I suspect they are a small %.

In the past month, per site, IE 8 was:

smartchicagocollaborative.org 2.98% Chicago Health Atlas 4.9% CUT Group 3.9%
