Hover tags #288

Make plain-language details for all non-obvious links.

For example, on the day-of-the-week bar on Service detail pages (example: http://chicagoworksforyou.com/service/building_violation/#/), when user hovers over a day, display "See all [service type] for [date; in the form of "Tuesday, September 3"".

Those hovers tooltips been added. Anything else on the site you think needs them?
