Add "Open311" key word to repo description #308

Since your repo description doesn't include the word "311" or "open311", it doesn't come up in github search results or hack night projects search results.

Would get better civic SEO if you tacked "Built using Chicago Open311 data" or somesuch to the end of your repo description. =)
