Create filter for Photos page #311

Create a filter for Photos page that allows user to filter results by date, by ward, and by service request type.

Default view will show photos by date submitted. Filter option should replace list of service request types currently on left sidebar.

@srobbin this and #312 and #310 are improvements that we surmised from our recent CUTGroup session. More details to come!
