Provide option to review a custom time frame on Ward & Service Type pages #315

Alderman office was interested in being able to choose a specific time frame (last week, last month, last three months, etc) to review open/closed requests, and improvements in time-to-close rankings. This is a feature that would also work well on the Service Type pages.
