Add City, 311, and CDPH Logos to homepage

From our CUTGroup test, testers wanted to see more official representation from the City, 311, and Chicago Department of Public Health on the homepage. We are considering adding those respective logos to the home page under the text. Here is an example image:

@RaedMan - Are these the correct logos to use? Can you please provide the correct logos and the appropriate order of those for this page?

I'll ask for Ok to use these logos, if approved, I'll get the official graphics to publish.

@smarziano I'm emailing @srobbin the official files in illustrator for CDPH and City logos. I'll find out about 311 soon.

Sounds good. I added the City's seal and CDPH log in commit 49c7d1d21b2e27ab9ddf56a731fb70d8bbecf0b4, and just pushed them live.

What do you guys think of also including a small version of the logo in the "A project of the Smart Chicago Collaborative" to include the health dept logo there... like: "A project of the Smart Chicago Collaborative[logo/link] and the Chicago Health Department[logo/link]"? This would make the official health department logo visible above the fold.
