Bump to polkadot-v0.9.11 #108

I have been testing this locally, so it felt dumb not to open a PR :).

Note: This uses the latest metadata v14, so any polkadot.js will break and needs to be bumped to the latest version

oh bad timing -.-, https://github.com/smartcontractkit/chainlink-polkadot/tree/polkadot-v0.9.11 was released only a couple hours ago. Can you compare your changes with that branch? that should contain all changes,

the updated benchmarks look great, could you maybe extract those and reopen them separately?

No problem, It seems that you already did the benchmark test fix back from branch v0.9.9 :)
