Replace secp256k1 package for DLC.BTC #3321

DLC.BTC POR EA had some build issues in the container because of one of the packages (tiny-secp256k1) was relying on wasm files which caused errors. The package was replaced with @bitcoinerlab/secp256k1 which has the same API
