Upgrade to the hardhat toolbox #141

@nomicfoundation/hardhat-toolbox has a lot of what we need installed, and makes our config file a little smaller and neater.

You are right, this should be included on main.

Right now It's included on typescript branch but it's not on main you can check it on a3eb1f328019ca8eb893546749cfeafca92132d4
