ATF tests and manual testing with RPC Builder

Summary

Add changes to transform SetDisplayLayout requests into UI.Show requests and forward to the HMI.
Add changes to transform UI.Show response into SetDisplayLayout response and add hmi capabilities from core.
Remove UI.SetDisplayLayout from the HMI_API
