Resumption for secondaryText, tertiaryText, menuIcon, secondaryImage params does not occur within AddSubMenu RPC #3856

Bug Report

Resumption for secondaryText, tertiaryText, menuIcon, secondaryImage params does not occur within AddSubMenu RPC

Reproduction Steps
  1. SDL and HMI are started
  2. Mobile app is registered and activated
  3. Mobile app requests AddSubMenu with all mandatory params and secondaryText, tertiaryText, menuIcon, secondaryImage
  4. AddSubMenu is added successfully
  5. Perform Ignition off and ignition on/ transport reconnect
  6. Mobile app registers with actual hashID
Expected Behavior

SDL resumes AddSubMenu with the same data added by the app

Observed Behavior

SDL resumes AddSubMenu without secondaryText, tertiaryText, menuIcon, secondaryImage

Note: The same issue occurs for secondaryImage within AddCommand RPC

Please notice this is a non-regression issue. It's also reproduced on 8.0
