Strange behavior when a mobile app is activated while a cloud app is pending connection. The HMI is putting the cloud app in full and Core is responding to the mobile app that it is in FULL. Neither app should be in full or activated.
Reproduction Steps
Set Cloud app in policy table
Start Core and HMI
Activate cloud app (cloud app is not running so no connection is made)
Activate android mobile application over tcp (different app id)
Expected Behavior
Cloud app does not activate
Android app registers in hmi level none
Observed Behavior
Core responds to HMI activating cloud app
Core sends hmi level full to android application.
