What steps will reproduce the problem?
1. IE9 can't drag and drop widget Position

What is the expected output? What do you see instead?
any browser have the same effect

What version of the product are you using? On what operating system?
V1.7.3 /windows 7

If you change te scriptmanagercontrol.ascx to use jquery.ui.1.8.7 it works again

change

        <asp:ScriptReference Path="http://ajax.googleapis.com/ajax/libs/jqueryui/1/jquery-ui.min.js" />

to

<asp:ScriptReference 
Path="http://ajax.aspnetcdn.com/ajax/jquery.ui/1.8.7/jquery-ui.min.js" />
