[tuya] Tuya binding still performs discovery when the Tuya Project thing/bridge is disabled #340

I still see the udpDiscovery in the TRACE log even though the Tuya Project is disabled.

Never mind. This is a binding setting, not a bridge setting. As long as the binding is loaded, it would do discovery, unless there's a binding config to disable it.
