GitHub has issue templates for reporting issues and templates. I selected the default ones that looked like they made sense.
Users who come to report an issue, or create a PR, will be presented with these templates. What do @smartsheet/c-sdk people think?
This can be merged in with an approval from someone, but it's a good opportunity to discuss to see if anyone wants to add or remove anything, change a file etc.
