Set up SonarQube #60

We should have a way to measure our code quality and help developers find bugs or poor coding practices.

Acceptance Criteria -

Set up a project on SonarCloud for this project
Add the Sonar dependency in our build.gradle file
Make PRs run sonar scans so we know if MRs are introducing poor code.
Make merges to mainline run sonar scans so we can track our quality over time
Make PR sonar runs post a comment with the Sonarqube results to the PR so they can easily be seen.

Could not get the Smartsheet Github org owners to agree to link our account to SonarCloud
