Make the license header consistent and add checkstyle rule

This will make the license header on every file consistent and follow a similar format as other open source projects.

• Makes the license consistent in all files
• Makes the license come before package. This is a common format for OSS and is nice because intelliJ will automatically minimize it
• Add a checkstyle rule that the header shows up on every java file.
