Shortcut keys #261

Some shortcut keys would be very useful. The ones I have in mind would be:

Arrow keys - pan map.
PageUp; PageDown - zoom in/out a level.
Home/End - max/min zoom level

A user suggested these may be useful during editing etc when you have to toggle 
into navigation mode (which is a bit annoying).
