I'm experiencing problems described here:

Is there any chance that OL 2.13 will be the base forn 0.75 release?

Probably not offcially, but you may always try to use/include OL 2.13.1 (yes.1) 
in your own app.

I have also set out a request on CDNJS:

It is mainly a matter of time and priorities...

I tried with OL 2.13.1, but had to patch it with this:

https://github.com/openlayers/openlayers/commit/6a98820

The problem is described here:

https://github.com/openlayers/openlayers/pull/1064

With this exception, everything looks ok.
