Upgrade to ExtJS 4 and GeoExt2 #357

ExtJS 4 is not only the actively supported version of ExtJS, but also provides 
several advantages over ExtJS 3.4: dynamic loading, simplified constructors, 
and a new class system.  

Yes, ExtJS 3.4 gets bug fixes, but that is about it.

Although this upgrade is likely a lot of work, I was wondering if this is on 
the project's mid-to-long term roadmap.  Couldn't find any documents that 
indicated it might be planned for Heron.

Yes, upgrading to ExtJS4+GeoExt2 has been discussed and is really useful for 
general progress. That would be a "Heron 2" project. The main issue is  we 
would need quite a lot of developer hours. We would need sponsoring, maybe this 
can be pooled by several interested parties. We'll keep the issue open then.
