Advanced searches using draw polygon re-centre view as each new vertex added #410

What steps will reproduce the problem?
1. Select Advanced Search
2. Choose draw polygon tool
3. Select an area - as each new vertex is added, the view re-centres 
disorientating the user and making navigation very difficult

What is the expected output? What do you see instead?
My expectation is that the background map should remain static while drawing 
the polygon and the user should revert to using pan and zoom tools to re-centre 
the view only if required.

What version of the product are you using? On what operating system?
Heron 1.0.3 in a Windows 2008 Server environment
