Addition of graphic insertion and arrow tools to drawing toolbar #413

Our users would like to add two new icons and drawing functions to the drawing 
toolbar:

1. A tool to draw arrows (this could be achieved by adding a new line tool 
which terminates in an arrowhead, or could allow the user to retrospectively 
add arrowheads to lines previously drawn with the line tool).

2. A tool to insert a graphic into the drawing layer. This would work like the 
text label adding a new element located by a point feature, but allowing an 
image or graphic to be inserted (and sized appropriately) rather than text.
