This closes #238
I added the option to remove bins, which happens usually if one wants to drop bins due to gaps in experimental data. Additionally, I also added the option to add bins, just because I was at it anyway.
In the process, I redefined histogram to always have lists of histograms, even in the single histogram case, and extended the tests.
