Nonempry dirs deleted by rmdir #19

What steps will reproduce the problem?
1. mkdir dir
2. touch dir/file
3. rmdir dir

What is the expected output? What do you see instead?

Expected "Directory not empty" error and directory not removed.

What version of the product are you using? On what operating system?

Latest, Debian.

Please provide any additional information below.

This bit me very hard when I did "rmdir *" to remove empty directories from the 
root of my sdfs filesystem. :-(
