Config file should use reasonable units #112

Many options are specified in hundredths of a degree, or milliseconds or so on. 
 This adds confusion and few if any of these options can be usefully specified 
with so much precision.

I've changed the P term to use .6 instead of .006\
I need verification I didn't screw things up.

Fixed by Jason prior to r911, in r911 review I scanned the definition side but 
not the implementation side of the changes.
