Relocate private and temp location #15

Temp location is difficult to stage and should use system standard. Private is not outside document root and lack http://drupal.org/SA-CORE-2013-003

Fix

Try to add this to hook_install() of the new cell_setup module.

@deheckman Make sure it is not deployed without http://drupal.org/SA-CORE-2013-003 - New storage area is created by Drupal and security file created blocking snooping of private files should we use them.

Issue 15 Fix temp and private area

- Standard place for temp making it easy to deploy.
- Security. Move private area outside Drupal document root.
