Make new theme #56

Before going live we should create our own theme and introduce the colors used in the existing D7 version of the site. We are mostly talking about logo and colors here however having our own theme allow us to positing blocks correctly and override unwanted glitches in the layout.

Suggested fix

Create a Olivero core theme. Very accessible and quite easy to override. Think I would be a OK for now.
