import/ export csdm [.csdf] files #159

CSDM Core Scientific Dataset Model [.csdf] Add import/export to CSDM.

Note: A python library already exists (https://csdmpy.readthedocs.io/en/latest/CSD_model.html). Need to transpose spectrum class to/from csdm object ?
