Store THdbprefix in config.php #37

THdbprefix is being used in configure.php but is never saved.

configure.php should be altered to write the DB prefix in config.php, and
rebuilds.php should be altered to store it as well.  I don't think there's
anywhere else that rewrites the config file (but if there is, that would
need to be changed as well).

This is so I can call upon it when I'm generating new tables for the
0.3.0->0.3.1 update script.
