Extend ban durations for non-perma bans #44

If a user gets banned for a post, and banned shortly after for another post
(but both posts were made before the initial banning), make the second ban
add on to the first in duration if the first isn't a perma.

I don't see a way of this happening right now, just because we might run into 
the
issue of multiple bans for a single post.  Since we don't store post IDs for 
bans,
all we can go by is the post data, which is a flawed method since that can be
considered non-unique.  I'm closing this for now.
