Configure the Apod scheduler to post at midnight EST #46

Currently mewbot posts the APOD at around 3AM. I read somewhere, the APOD website apparently gets updated every night at precisely Midnight EST. Lets test this theory and post the APOD picture right when it becomes available at midnight or even 1 minute after.
